My dear Elton,
26
INDIA OFFICE, S. 7.1.
29th June, 1942.
I have just seen a telegram from India which mentions that Sargent, the Educational Commissioner with the Govern- ment of India, has been on visit to Chungking and has submitted a report of SimBritish cultural relations, in the course of which he suggests the provision of a Rhodes Scholarship for Chinese students, or alternatively, if we cannot do so, provision of similar scholarships by the British Council or the Federation of British Industries.
I imagine the actual report will come along in the course of the next few weeks, but meanwhile I thought I might mention the matter as it suggests to my mind that the Chinese are interested in the idea of Rhodes Scholarships and may have initiated the subject with Sargent.
Yours sincerely,
The Lord Elton.
